PTE access if assigned is not active for CLPTE's

If existing CLPTE is assigned PTE under some locale, their PTE role is not active and account is still has CLPTE restrictions.

PTE role access rights are to be checked first, then CLPTE.

PTE is an individual role, whereas the instructions for CLPTE says that this role always should be a separate (administrative) account.

So even if this unexpected behaviour has been noted, I'd say it's out of scope.
