Forums: Underlined Text Not Rendered

As reported and shown at ​https://wordpress.org/support/topic/issue-with-underline-rendering-in-forum/ when you underline your text, it just appears as the raw span tag.

In a previous version of the forums, we had removed the ability to underline text, as it could be confused for a link by colorblind folks.

Personally, I recommend just removing it for that reason, but of course up to you folks. :)

This is partially a bug in the Blocks Everywhere plugin, so I've opened a PR for that here:

However, I'm going to see about removing some of these features for WordPress.org forums, as we don't need underlines, language, or justify.
