WP.org plugin screenshots broken (sometimes)

When visiting any plugin page on WordPress.org, the screenshots appear huge, like it's missing the CSS/JS to render the gallery, this happens occasionally, but not everytime.

Here is an example, for the WooCommerce plugin:

Might be worth some investigation as it appears i'm not the only one seeing it.

Based on the screenshots, and the JS error included in #7791 this sounds like one of the requisite JS libraries (probably the react library) isn't being loaded.
