Matt: If there were a way to rate and review without leaving wp-admin, that would also be amazing for plugin devs, and lower friction than our current flow.

Unless we're going to allow anonymous ratings/reviews (which due to spam and gaming of ratings, I don't consider possible), we'd have to do something akin to:
user has to link their local wp account to a .org forum account, because then it's really the same as if they were putting a review directly on .org, isn't i?
Maybe we could streamline account creation from the WordPress install with their user details, based on some heuristics of how risky the site seems (ie. domain registered last week? -10 points, multiple signups from that domain in the last week? -5points, etc) all with their approval of course.
But to start with, if you could link your WordPress.org account with your WordPress site account to allow rating from your dashboard, that would be a start.
Linking the account would also open up other things like the plugin/theme favourites being more accessible.
We could also look at something like "Rate & Review" without-an-account which used an email confirmation to create an account after-the-fact.. I think some experimentation would be needed here to find a workflow that works for end-users, WordPress.org, and the moderation team.
