'Popular' tab is listing default themes.

Which isn't necessarily a 'bug' per se, but when five of the top 6 themes are ones that users probably already have (or already familiar with) it may not be the best ux. Unsure.

Popularity is determined by a rolling download count over the last 7 days. So, people are downloading them, which is why they are in the list. If they already had them, then they wouldn't be downloading them, and they wouldn't be in the list.

Now, I grant you that updates count toward the download count, but the twenties have not been updated in some time, so I don't think that plays a part there.

Also note that themes that are bundled with WP don't get downloaded through the theme downloader, and don't contribute to the count. So, that's not a factor.

I think the list does what it's supposed to, reflect the most popular themes. :)
