Less should be fewer in active install counts

In the plugin directory, we display download and active install counts that sometimes includes the phrasing "Less than N".

For example:

As downloads or installs are something that can be individually counted, we should be using "fewer" instead of "less" – even if the actual install count is rounded and generalized as 10, or 1000+, etc.

The Wikipedia article says that Less than is the far more common usage, and that the "fewer" rule is essentially an invented rule, not the actual usage in the English language.

Therefore, I'm going to wontfix this, because "less than" is the more correct usage, in my view.
