Description
Tickets and the add new ticket page are really hard to use at phone size. Patch attached.

Patch adds responsive styles for the new ticket page & ticket summary tables, to restructure them to 1 item per line, reposition floated elements back into a 1-column view, and also addresses #875 by adding word breaks to comments- except for
<pre>-wrapped code blocks.This also repositions the header nav, so it doesn't overlap itself on smaller screens.
