Rosetta: Display the latest post excerpt on the front page

Description
Previously, Rosetta sites used to display the latest blog entries on the front page (see https://pt.wordpress.org/ for example).
This is apparently discouraged now due to header menu CSS issues, so the sites are being converted to use a static front page. See #1394, specifically comment:1:ticket:1394.
Seeing the latest post on the front page without having to click anywhere else was quite handy though. The new setup does not encourage translation teams to have an active blog.
https://wordpress.org/ uses a static front page too, but it displays the latest post excerpt at the bottom.
Rosetta sites don't have this ability at the moment, and they also can't have submenus (see #1066), so it seems like they're treated a bit like second-class citizen.
Once the switch to a static front page is made, it cannot easily be reverted, since Rosetta site editors don't have permissions to change the front page settings.
To summarize:
- Rosetta sites with a static front page should display the latest post excerpt.
- Rosetta site editors should have the ability to change front page settings themselves.

Perhaps it could be fixed in some other way that does not involve a static front page?
It could be, but we're shifting to static pages instead, so there's no point fixing it at this point for not-a-static-page or introducing the ability to switch between them.
Improvements to the static pages can be made if needed.

That's not really the reason for the static front page, it was a design decision.
Rosetta site editors should have the ability to change front page settings themselves.
I don't think editors have to change that since it's/will be a default value for all sites.

This feature would be very useful, so +1 to it.
I don't know how possible would be at this point because the Meta team is working already on the transition to the new design for the rosetta sites.
But I'm leaving my comment here to express interest for this feature to be available in the new design.
As you can see here: https://es.wordpress.org/ the current theme doesn't allow much to do as it shows the content of the pages: Download, Showcase and Installation by default.
But we have a lot of new posts here which would be interesting to show in the homepage: https://es.wordpress.org/news/

@SergeyBiryukov @_DorsVenabili Would you consider this fixed with the new theme? It now shows an excerpt of the latest blog post on the front page.
@dd32: It looks like the item highlighting issue was introduced in #1128, since it did not exist in March.
Perhaps it could be fixed in some other way that does not involve a static front page?
