Update "New strings are available for translation" #polyglots Slack announcements to include more data

Currently in #polyglots on Slack certain GlotPress projects make announcments that new strings are available for translation.

e.g. https://translate.wordpress.org/projects/apps/android was just updated with new strings available and the relevant Slack announcement: https://wordpress.slack.com/archives/polyglots/p1450684827003231

WordPress Translate BOT [7:00 PM] 
New strings are available for translation:
​3 new strings were added to `apps/android/dev`

Currently only the apps/android/dev section of announcemeny includes a hyperlink to the projects "dev" strings: https://translate.wordpress.org/projects/apps/android/dev

The "release notes" were also updated as part of this projects update, the message in Slack should also include a link to the release notes: https://translate.wordpress.org/projects/apps/android/release-notes

Included in that message would be the correct hyperlink to "Release Notes & Play Store Descriptions"

The other option is to change the original link to only link "root" level of the project https://translate.wordpress.org/projects/apps/android rather than only a sub-section of the project (https://translate.wordpress.org/projects/apps/android/dev)

You don't see notifications for release notes because they are added manually by the mobile team.

The other option is to change the original link to only link "root" level of the project

This option means that I've to extend the generic scripts with exceptions for one project. Since the mobile team does announcement posts on make/polyglots I don't see the need for changing this right now.

Fair enough though it would actually be beneficial for all of the "apps" projects (currently 3 active projects) as release notes more often than not go hand in hand with new strings, not always, but anecdotally this seems to be the case.

Adding here for any future reference all of the projects where this would be helpful:

Is there a way to have notifications for manually added strings as well?

Could not find the bot in the repository, is it open sourced?
