Theme Directory should have a locale suggestion banner

The new plugin directory has a locale banner ("The plugin directory is also available in ...").

The theme directory should have it too.

Created a new [ticket](​https://github.com/WordPress/wporg-theme-directory/issues/27) in the GitHub repo for the new theme directory. Let's track this feature there and implement it in the forthcoming redesigned theme directory since it will be a good opportunity to reuse existing locale banner code.

A language suggestion banner has been added in ​the newly refreshed Theme Directory. You can see it on archive pages (a general suggestion) and single themes (showing the availability of that theme).

There are also some ​general design & effectiveness questions about these banners across the w.org network that folks here might have opinions on :)
