Github: Add WordPress/press-this

Could we create a repo at ​https://github.com/wordpress/press-this/ for the Press This plugin that split out of Core as part of ​https://core.trac.wordpress.org/ticket/41689 with me having the appropriate rights to manage the repo. (GH user kraftbj)

Once that's done, I'd like to garden Core Trac's PT component, moving what should stay open into the GH repo.
