We submit one plugin from this page
​https://wordpress.org/plugins/developers/add/ and after this just click
back button in browser and then submit another plugin.

SIGH.

So we'll need a check on submit now, to block them.

Plugin Directory: Stop processing the upload if the developer already has a plugin in the review queue.
