Theme Directory: Introduce UI for managing theme support reps

Description
Some of the larger plugin/theme shops have a support team to help out on the forums. It would be useful to be able to give those people a special "support rep" role so they could be recognized as such.
Support staff can mark topics as resolved or sticky (same as plugin authors and contributors), but doesn't have commit access.
In order to implement this, Theme Directory needs a UI for managing the theme's support staff.
This ticket aims to mirror what was done for plugins in #3029 and hopefully unblock #2699. A full rewrite or redesign of the Theme Directory might not be needed at this point, let's see if we can just introduce the required UI parts.

The need for a "Theme support" badge comes up every now and then in the discussion.
- It would give a bit of authority to "offical" reps
- Less reason to try and create elaborate, officially sounding usernames
- A support rep badge would help the moderator team when scanning forum replies
