Provide no-content versions of betas, RCs, and nightlies

Description
The zip files for stable releases are made available in -no-content variants (eg. https://wordpress.org/wordpress-6.0-no-content.zip) which exclude the wp-content directory.
It would be great if beta and RCs were available as -no-content variants too, so users can test pre-release versions without installing the bundled themes and plugins.
