"How to get involved?" section on ​Themes Trac links to ​https://make.wordpress.org/themes/about-old/how-to-join-wptrt/, which appears to be deprecated.

The correct link is ​https://make.wordpress.org/themes/handbook/get-involved/.

That page is just a Trac-wiki page, any of the theme-admins can edit it.
