Page ​https://wordpress.org/plugins/developers/ seems to still reference the Tigris page (​http://subversion.tigris.org/) instead of the apache.org page (​http://subversion.apache.org/)

Paragraph 'THERE ARE SOME RESTRICTIONS'
Bullet point 'You have to actually use the Subversion repository we give you in order for your plugin to show up on this site.'

While at that page, please also modify the 'Sign up' link under 'SUBMISSION IS SIMPLE'

[5183] introduced an extra space before the 'Sign up' link URL, which caused it to be empty.

2704.patch​ fixes that, updates the Apache link, and adds a couple of trailing slashes for consistency.

The same text currently exists in wporg-main/index.php, but I guess it's just a stub and doesn't need these changes.
