Provide suggestions for translations

The idea is to help translators with new translations by suggesting existing translations from a Translation Memory and/or other languages. This should be extendable to also allow suggestions from other sources like machine translations.

For machine translation, I think we'd need API keys serverside - or an option to let users set their own API keys as an option. I'm not sure any of these options is suitable at this time, so maybe we can mark this as done? :)
