Users still have trouble finding the new topic form in forums

I'm passing along what I thought were a couple good suggestions from a forums user.

The "+ Create Topic" button near the top of forum listing pages tends to blend into the page. It would be good if it stood out better, perhaps by applying a colored background.

Add a "Create New Topic" link in the sidebar that skips down to the form would help users find their way to the form.

I'm not aginst the background colour of the button being blue

Add a "Create New Topic" link in the sidebar that skips down to the form would help users find their way to the form.

Hey @melchoyce, since this seems prescient and relevant to your interest in #1977, would you mind chiming in on the above mockups for this proposal to add a search field (missing from main forums, though present on plugin/theme support forums and reviews) and make the "create topic" link more prominent?

I think that button should be secondary, not primary, but otherwise looks good 🙌
