Description
On small screens the Admin Bar is hidden, so there's no link to log in.

- Keywords needs-ui needs-patch removed

I wanted to revert [4684] now that it's redundant, but the plugin needs a tweak for RTL.
Any chance to commit logged-out-admin-bar.rtl.patch as well?

On second thought, we could adjust the padding to work for both LTR and RTL: logged-out-admin-bar.rtl.2.patch.

This works on w.org/support because of https://meta.trac.wordpress.org/browser/sites/trunk/wordpress.org/public_html/wp-content/themes/pub/wporg-support/sass/modules/_wporg-header.scss?marks=56-65#L56. This should probably be moved into wp4.css.
